On December 12, 2023, the Office of Defects Investigations (ODI) opened RQ23-007 to investigate the remedy repair effectiveness and scope of Volkswagen (VW) recall 16V-647. Recall 16V-647 was issued on September 2, 2016, for a defective suction jet pump (SJP) inside the fuel tank. Failure of the SJP could lead to a fuel leak from the vehicle. This recall covered certain model year (MY) 2015-2016 Volkswagen Golf and Audi A3 passenger car vehicles. The recall remedy repair replaced SJP Version 1.0 with an improved version, Version 1.1. The SJP is designed to purge fuel from the evaporative emissions (EVAP) system. VW’s recall filing stated the SJP may have been damaged during assembly, which could potentially allow fuel to flow directly into the EVAP system. Over time, the fuel could accumulate in, and cause a leak from, the charcoal canister filter element. ODI received consumer complaints of SJP failure leading to a fuel leak, refueling spit back, refueling shutoff, and/or fuel odor in vehicles previously repaired under recall 16V-647. Additional complaints alleging SJP failure leading to the previously stated outcomes were received in vehicles outside the scope of recall 16V-647, including MY 2016-2020 VW Golf and Audi A3 vehicles. VW issued recall 24V-110 on February 14, 2024, to address issues with SJPs Versions 1.0 and 1.1. The recall remedy replaces the SJP Version 1.0 or 1.1 with an improved version, Version 2.0. Recall 24V-110 covers certain MY 2015-2020 VW Golf (including Golf GTI), 2015-2020 Audi A3, and 2019-2020 VW Jetta GLI vehicles, including vehicle previously repaired under 16V-647. Vehicle owners were notified of this recall in April 2024 and VW’s projected date for owner notification of recall remedy availability is August 2024. In view of the recall being conducted by VW, ODI is closing this Recall Query (RQ). The Agency reserves the right to take additional action if warranted by future circumstances. In August 2015, Volkswagen Group of America, Inc. The Office of Defects Investigation (ODI) opened an investigation based on consumer allegations of steering wheel clock spring/steering column control module (SCCM) failures in model year (MY) 2012 Volkswagen Passat and CC models.The SCCM is a module within the steering column that incorporates a spiral conductor (a ribbon cable) to electrically connect the steering wheel to the vehicle's electrical system while allowing for the turning of the steering wheel.Complainants alleged that that the clock spring failed while driving and without warning.When the SCCM fails electrically, an air bag warning light is illuminated on the dash of the vehicle.If a vehicle with a failed SCCM were to be involved in a crash of sufficient severity to require deployment, the driver air bag may not deploy properly, or deploy at all.As the result of an Information Request response from Volkswagen, ODI determined that the same SCCM was used in several vehicle models and MYs including: 2010-2013 CC, 2010-2013 Eos, 2011-2013 Golf, 2012-2013 Jetta and Jetta SportWagen, 2010 and 2012-2014 Passat and 2011-2014 Tiguan.ODI identified a total of 29 NHTSA complaints across all affected vehicles potentially indicating a failed SCCM.Drivers often indicated that an audible noise was heard from the steering column when the unit failed. Some drivers also mentioned that there was a noticeable but minor resistance to turning of the steering wheel after the failure with noises coming from the steering column.The average failure mileage is approximately 30,500 miles and failures often occur outside of the factory warranty.There were no reported crashes or injuries identified in either the NHTSA or Volkswagen data as a result of SCCM failures.On July 30th, 2015 Volkswagen notified ODI that it would conduct a safety recall (15V-483) to remedy the SCCMs in 415,825 MY2010-2014 vehicles.According to Volkswagen, the SCCM can become contaminated with human hair or similar fibers entering the unit between the steering wheel and steering column.Over time this can cause the electrical cable to tear and lose connection between the steering wheel and vehicle.Volkswagen will install a cover that attaches over the SCCM to help prevent contaminants from entering the unit.A new SCCM designed to reduce outside contamination intrusion was previously introduced into new vehicle production during the 2014 model year; accordingly vehicles equipped with the new design SCCM are not included in the recall.The recall action initiated by the manufacturer addresses the safety risks identified by the investigation.Accordingly, the investigation is closed.The ODI reports cited above can be reviewed at http://www-odi.nhtsa.dot.gov/owners/SearchSafetyIssues under the following identification (ODI) numbers: 10760644, 10758777, 10748922, 110734168, 10731545, 10721424, 10717651, 10715305, 10713742, 10713139, 10712295, 10711945, 10704830, 10704221, 10702926, 10702212, 10701406, 10691906, 10683944, 10682136, 10672715, 10670517, 10669312, 10628549, 10607240, 10575783, 10561143, 10552113, 10397670.

THE SUBJECT VEHICLES ARE EQUIPPED WITH DIRECT SHIFT GEARBOX (DSG) TRANSMISSIONS, WHICH FEATURE A 6-SPEED AUTOMATIC GEARBOX WITH TWO WET RUNNING CLUTCHES (DUAL CLUTCH) IN WHICH THE CLUTCH MECHANISM AND GEAR CHANGES ARE ELECTROHYDRAULICALLY OPERATED BY A MECHATRONIC CONTROL UNIT.THE DSG MECHATRONIC CONTROLLER INCLUDES EXTENSIVE SELF DIAGNOSTIC FUNCTIONS AND STRATEGIES TO ENSURE SAFE OPERATION AND PREVENT SYSTEM/COMPONENT DAMAGE IN THE EVENT OF COMPONENT FAILURES OR HARSH OPERATING CONDITIONS.THE BASIC HIERARCHY OF FAULT MODES INCLUDES SOME THAT ONLY RESULT IN THE STORAGE OF A DIAGNOSTIC TROUBLE CODE (DTC) AND CAUSE NO LOSS OF FUNCTION, SOME THAT STORE A DTC AND REDUCE VEHICLE OPERATION TO A LIMP HOME MODE, AND SOME THAT STORE A DTC AND CAUSE AN INTERRUPTION OF MOTIVE POWER (I.E., OPEN CLUTCH).THE DRIVER IS ALERTED TO THE LATTER TWO MODES BY THE DASH GEAR POSITION INDICATOR (PRNDS) FLASHING. ONE OF THE CONDITIONS THAT RESULTS IN INTERRUPTION OF MOTIVE POWER IS EXCESS GEARBOX TEMPERATURE.THE SYSTEM INITIALLY RESPONDS TO INCREASED GEARBOX TEMPERATURE BY RAMPING DOWN ENGINE TORQUE.IF THE TEMPERATURE KEEPS RISING THE MECHATRONIC UNIT RESPONDS BY OPENING THE CLUTCH.IN A DEFECT INFORMATION REPORT SUBMITTED TO NHTSA ON AUGUST 20, 2009, VOLKSWAGEN DESCRIBED A POTENTIAL DEFECT IN THE WIRING HARNESSES OF THE DSG GEARBOX TEMPERATURE SENSORS USED IN APPROXIMATELY 16,000 MODEL YEAR (MY) 2009 AND 2010 VOLKSWAGEN (EOS, JETTA AND GTI) AND AUDI (A3 AND TT/TT ROADSTER) VEHICLES EQUIPPED WITH DSG TRANSMISSIONS AND BUILT FROM SEPTEMBER 2008 THROUGH AUGUST 2009 (NHTSA RECALL NO. 09V-333, VOLKSWAGEN RECALL NO. 37E3/S7 AND AUDI RECALL NO 37E4/J7). VOLKSWAGEN PROVIDED THIS DESCRIPTION OF THE DEFECT, THE WIRING HARNESS OF A TEMPERATURE SENSOR IN THE DSG MAY HAVE CONNECTOR WIRES THAT WERE INSUFFICIENTLY CRIMPED BY THE CONNECTOR SUPPLIER DURING A LIMITED PRODUCTION PERIOD.WITH INSUFFICIENTLY CRIMPED CONNECTOR WIRES, A TEMPERATURE SENSOR HAS THE POTENTIAL TO FALSELY DETECT A HIGH GEARBOX OIL TEMPERATURE, CAUSING THE TRANSMISSION TO ABRUPTLY SHIFT TO NEUTRAL.IF THIS HAPPENS, THE SELECTOR LEVER POSITION INDICATOR WITHIN THE INSTRUMENT PANEL WILL FLASH.IN ADDITION, THE DEPRESS BRAKE PEDAL INDICATOR LIGHT WILL BE ILLUMINATED, ALERTING THE DRIVER TO APPLY THE BRAKES.IN HEAVY TRAFFIC, THE ABRUPT SHIFT TO NEUTRAL COULD LEAD TO A CRASH WITHOUT WARNING.VOLKSWAGEN ESTIMATED THAT LESS THAN ONE PERCENT OF THE RECALLED VEHICLES MAY CONTAIN THE DEFECT CONDITION. ODI IDENTIFIED 40 COMPLAINTS THAT APPEAR TO BE RELATED TO THE TEMPERATURE SENSOR DEFECT CONDITION DESCRIBED BY VOLKSWAGEN.VOLKSWAGEN RECEIVED 139 COMPLAINTS RELATED TO THE CONDITION, WITH 7 INVOLVING VEHICLES REPORTED TO ODI, RESULTING A 172 TOTAL COMPLAINTS TO ODI AND VOLKSWAGEN.ALL OF THESE COMPLAINTS INVOLVE THE MY 2009 AN 2010 VEHICLES SUBJECT TO RECALL 09V-333. ODI ALSO IDENTIFIED COMPLAINTS OF HARSH/JERKY SHIFTING IN SOME VOLKSWAGEN VEHICLES WITH DSG.VOLKSWAGEN ATTRIBUTED THIS CONDITION, WHICH TYPICALLY OCCURS AT VERY LOW SPEEDS, TO EXCESSIVE WEAR IN THE BUSHINGS OF THE TWO SOLENOID VALVES IN THE MECHATRONIC UNIT THAT CONTROL CLUTCH OPERATION.VOLKSWAGEN DOES NOT BELIEVE THAT THE THIS CONDITION IS A SAFETY DEFECT BECAUSE THE CHANGES IN SHIFT QUALITY DEVELOP GRADUALLY OVER TIME, DO NOT CAUSE A LOSS OF MOTIVE POWER AND HAVE NOT RESULTED IN ANY FATALITIES, INJURIES OR SERIOUS CRASHES (THERE WERE THREE REPORTED PROPERTY DAMAGE INCIDENTS RESULTING IN MINOR BODY DAMAGE IN VERY LOW SPEED, PARKING MANEUVERS).VOLKSWAGEN ADDRESSED THIS PROBLEM IN THE FIELD WITH A CUSTOMER SERVICE PROGRAM THAT INCLUDES THE REPLACEMENT OF POTENTIALLY AFFECTED MECHATRONIC UNITS AS WELL

THE SUBJECT VEHICLES ARE EQUIPPED WITH SIDE-THORAX AND SIDE-HEAD CURTAIN AIRBAGS TO PROTECT THE FRONT AND REAR OUTBOARD OCCUPANTS IN A SIDE-IMPACT CRASH.THIS INVESTIGATION IDENTIFIED A TOTAL OF 499 REPORTS (482 OWNERS REPORTS AND 17 WARRANTY CLAIMS).THE CRASH SENSING SYSTEM?S ALGORITHM MAY RECOGNIZE CERTAIN NON-CRASH IMPACTS (WHEEL, TIRE AND UNDERCARRIAGE IMPACTS) AS DEPLOYABLE EVENTS.THE 97 ALLEGED INJURIES WERE MINOR IN NATURE AND CONSIST OF ABRASIONS, BRUISES, EAR RINGING AND HEADACHES.THERE WAS NO ALLEGED LOSS OF CONTROL CRASH AS A RESULT OF SIDE-AIRBAG DEPLOYMENT.ODI ALSO OBTAINED COUNTS OF ALLEGED INADVERTENT SIDE-AIRBAG DEPLOYMENTS FROM PEER MANUFACTURERS.THE DATA SHOWS THAT THE SUBJECT VEHICLES ARE NOT UNIQUE IN BEING SUBJECT TO SUCH ALLEGATIONS.THE COMPLAINT RATE FOR NON-SUBJECT INDIVIDUAL MODEL VEHICLES VARIES WIDELY.THE RATE FOR THE SUBJECT VEHICLES IS COMPARABLE TO THREE PEER MODELS, EACH WITH COMPACT CHASSIS/WHEELBASES.ODI HAS NOT IDENTIFIED ANY COMPONENT FAILURE OR MANUFACTURING TREND THAT MAY RELATE TO A COMPONENT OR MANUFACTURING ISSUE.A SAFETY-RELATED DEFECT TREND HAS NOT BEEN IDENTIFIED AT THIS TIME.FURTHER USE OF AGENCY RESOURCES DOES NOT APPEAR TO BE WARRANTED.ACCORDINGLY, THIS INVESTIGATION IS CLOSED.THE CLOSING OF THIS INVESTIGATION DOES NOT CONSTITUTE FINDING BY NHTSA THAT A SAFETY-RELATED DEFECT DOES NOT EXIST.THE AGENCY WILL TAKE FURTHER ACTION IF WARRANTED BY THE CIRCUMSTANCES.

THIS INVESTIGATION WAS OPENED ON NOVEMBER 29, 2004, BASED ON FIVE CONSUMER REPORTS ALLEGING FUEL LEAKING FROM THE FUEL PUMP.BY LETTER OF APRIL 14, 2004, VOLKSWAGEN OF AMERICA (VOLKSWAGEN) NOTIFIED THE AGENCY THAT IT WILL CONDUCT A SAFETY RECALL OF 35,000 GOLF AND GTI VEHICLES MANUFACTURED IN WOLFSBURG GERMANY FOR THE NORTH AMERICAN MARKET.THE RECALLED VEHICLES ARE IN MODEL YEARS 1999 AND 2000 AND ARE EQUIPPED WITH GASOLINE ENGINES.VOLKSWAGEN HAS IDENTIFIED A CONDITION IN WHICH THE FUEL SUPPLY LINE FROM THE FUEL DELIVERY MODULE (PUMP) TO THE FUEL FILTER MAY COME UNDER TENSION. ODI HAS RECEIVED THREE REPORTS, INCLUDING THE PETITIONERS, REGARDING ALLEGED HOOD LATCH FAILURES.ALL OF THE ODI REPORTS INDICATE THE HOOD FLEW UP WHILE DRIVING.FOLLOWING A TELEPHONE INQUIRY, VOLKSWAGEN PROVIDED ODI WITH SOME LIMITED INFORMATION REGARDING SIX ADDITIONAL REPORTS OF HOOD FLY-UP FOR MODEL YEARS 1995 AND 1996.THIS INVESTIGATION WAS OPENED TO FURTHER STUDY THIS ISSUE.DEFECT DESCRIPTION:IT IS POSSIBLE THAT ON SOME OF THE AFFECTED VEHICLES THE BOLTS SECURING THE FRONT HOOD LATCH MAY LOSE THEIR SPECIFIED FASTENING TORQUE OVER TIME.SHOULD THIS HAPPEN, THE LATCH COULD MOVE OUT OF ITS DESIGN POSITION AND CAUSE DISENGAGEMENT OF THE HOOD STRIKER FROM THE LATCH.IN SOME VEHICLES THE LATCH MAY NOT HAVE BEEN PROPERLY ALIGNED DURING PRODUCTION.REPEATED OPENING AND CLOSING OF THE HOOD WITH AN IMPROPERLY ALIGNED LATCH COULD RESULT IN DAMAGE TO THE LATCH.EITHER CONDITION COULD RESULT IN UNEXPECTED OPENING OF THE HOOD AND COULD OBSTRUCT A PORTION OF THE DRIVER'S VIEW OF THE ROAD WHILE DRIVING, AND RESULT IN AN ACCIDENT.REMEDY: VOLKSWAGEN OF AMERICA, INC. WILL INITIATE A VOLUNTARY SAFETY RECALL INSTRUCTING ITS AUTHORIZED DEALERS TO CHECK THE HOOD LATCH AND SECURING BOLTS AND REPLACE THEM IF NECESSARY.
