Important Warnings for Owners and Dealers

BMW has issued critical directives regarding this emissions recall. Dealers are explicitly instructed:

  • "Do not deliver to a customer, a New, Certified Pre-Owned or Used vehicle subject to a Delivery Stop, until the vehicle is repaired. Do not use or sell replacement equipment/parts subject to a Delivery Stop."
  • "If the I-Level is currently at ...24-11-574 (F95, F96, G05, G06, G07, G60, G70) or 24-11-567 (U10, U11) or a more recent version, do NOT program the vehicle."

Why This Matters

BMW has identified a software issue within the integrated brake system control unit across various 2023-2024 models. A data input error causes certain fault memories to be permanently stored, which does not comply with the legal specifications set by the California Air Resources Board (CARB). This issue, while not affecting vehicle operation, necessitates a software update for regulatory compliance.

This Service Information Bulletin (SIB) 34 04 25, identified as Emissions Recall 25E-A02, was upgraded to an Emissions Recall as of June 9, 2025. A Delivery Stop was issued effective April 24, 2025, meaning affected vehicles cannot be sold or delivered until the necessary software update is performed. This BMW X5 emissions recall is crucial for ensuring compliance and proper vehicle certification.

What's Being Recalled

This Emissions Recall 25E-A02, also identified as Service Information Bulletin (SIB) 34 04 25, targets the software within the integrated brake system control unit. The issue is a data input error leading to the permanent storage of fault memories, which violates CARB regulations. This bulletin is a Revision 2, and it replaces the previous SI B34 04 25 dated April 2025. Updates in this revision include changes to the SIB title, situation description, repair procedure, parts information, and claim information.

Repair Procedure Summary

The repair involves updating the vehicle's software in the integrated brake system control unit. This Service Information Bulletin (SIB) 34 04 25 is classified as both "MOBILE FRIENDLY" and "REMOTE SOFTWARE UPGRADE (RSU) FRIENDLY," indicating flexibility in how the update can be performed.

Technicians will first determine the vehicle's current I-level (integration level) using BMW's AIR or Key Reader/Aftersales Workplace (AWP) applications. The preferred method for this update is via Remote Software Upgrade (RSU), following the instructions detailed in SI B09 01 25.

If RSU is not available for a specific vehicle, the software update must be performed using the Integrated Service Technical Application (ISTA) programming system. The required I-level after the update is 24-11-574 or later for F95, F96, G05, G06, G07, G60, G70 models, and 24-11-567 or later for U10, U11 models. If the vehicle's I-level is already at or above these specified versions, no programming is required.

For ISTA programming, the procedure includes:

  • Connecting a BMW-approved battery charger/power supply to the vehicle, as outlined in SI B04 23 10, to maintain stable voltage during programming.
  • Connecting the programming system (ISTA 4) to the vehicle.
  • Programming the vehicle using ISTA 4.52.3x (released March 18, 2025) or a newer version.
  • Determining and fully working through the measures plan to program, encode, and enable the relevant control units.
  • Following any rework lists provided by the system.
  • Performing a vehicle test and deleting any fault memories if needed after programming.

ISTA is designed to automatically reprogram and code all programmable control modules that do not have the latest software. After the programming is completed, the functionality of the system will be checked. No parts are required for this repair.

Labeling and Certification

After the vehicle has been checked and corrected, an "Emissions Recall Campaign Completed Label" (SD 92-435) must be obtained. The Recall name, Recall number (25E-A02), and the dealer code (5 digits) must be legibly printed on this label using an indelible marker. The label is then peeled from its backing and affixed to the right (passenger) rear side of the hood in the engine compartment, close to the windshield.

For vehicles registered in California, it is additionally required by the California Code of Regulations that an executed orange "Vehicle Emission Recall - Proof of Correction" certificate (SD92-084) be provided to the customer once the recall has been completed.

Claim Information and Warranty Details

This service action, Emissions Recall 25E-A02, has a Repair Code of 0034180300. Reimbursement for this action is processed via normal claim entry. Technicians must select and submit the appropriate work package information. During this workshop visit, if the affected vehicle also has other open programming and encoding Technical Campaign repairs, these may be invoiced only once.

Technicians are instructed to select an open Technical Campaign to perform and submit for updating the vehicle to the required I-level or higher when applicable. This includes Technical Campaigns 00 00 006, 00 00 556, 61 21 528, and 61 00 730. Any additional pre- and post-work, including label attachment, must also be performed as required by other open campaigns.

Specific work packages and associated labor operations (LO) and labor allowances (FRU) are provided:

  • Remote Software Upgrade (RSU) Status - Ready to be Installed:
    • Work Package #1: LO 00 78 606 for "Remote Software Upgrade performed (Plusposition)" – 2 FRU.
    • Work Package #2: LO 00 78 087 for "Remote Software Upgrade performed (Main work)" – 3 FRU.
  • Vehicle Programming and Encoding (if RSU is not used):
    • Work Package #3: LO 00 78 605 for "Programming and encoding the vehicle control units, includes Carrying out vehicle test (00 00 556/61 21 528) (Plusposition)" – 8 FRU.
    • Work Package #4: LO 00 78 086 for "Programming and encoding the vehicle control units, includes Carrying out vehicle test (00 00 006/61 21 528) (Main work)" – As applicable.
  • Vehicle is already at the Specified Target Integration Level or Higher (no programming needed):
    • Work Package #5: LO 00 78 607 for "Either in conjunction with another campaign/repair prior to or during this workshop visit (The RSU is excluded), the vehicle is already at the specified Target integration level or higher, no repair is necessary (Plusposition)" – 1 FRU.
    • Work Package #6: LO 00 78 088 for "Either in conjunction with another campaign/repair prior to or during this workshop visit (The RSU is excluded), the vehicle is already at the specified Target integration level or higher, no repair is necessary (Main work)" – 1 FRU.

Only one flat rate labor operation code can be claimed per submission, and only one Main work flat rate labor operation code can be claimed per workshop visit. For documentation and claiming procedures, especially for diagnosis work time (WT) and job/repair work time, technicians should refer to SI B01 01 20 or B01 07 20.
