Re: NHTSA Recall 19V120 / KIA Safety Recall SC176. On 1/15/2024, I took my KIA to Premier KIA of Carlsbad. They said the engine needed to be replaced under the above safety recall campaign. I have attached the final invoice, showing the safety recall work was completed on 5/31/2024. I provided multiple copies of that invoice (and my rental car receipts) to KIA Customer Care since 6/4/24. The primary KIA Customer Care agent has been Casey M. Casey directed me to contact "the KIA team" handling my repair costs, a class-action law firm in Oregon. Counsel there was displeased at the attempted hand-off as my car clearly did not qualify. It took over two months to get the case out of that loop. It went back to Casey. Over one year later and tenacious follow up, two unresolved matters remain stuck. Everything is documented. 1. My VIN shows up as "Safety Recall Work Incomplete," which will be on my DMV registration, CarFax, etc. I still get notices of incomplete work from KIA. I have asked how to correct this. Casey says the dealership "knows the channels" and to ask them. I've reached out to Premier, been shuffled around, and left VMs as recently as today. Q: Can the NHSTA use the attached invoice as proof to remove the incomplete status from my VIN? What is needed and from whom? 2. Can the NHSTA help here? Premier said to rent a car (no loaners) as KIA covers recall-work rental costs. Premier had my car for 138 days. I rented a car for 127 of the days at a total cost of $7065. I had no option but use my credit card with compound daily interest that accrued for almost a year. Casey and I previously reviewed rental receipts correcting his 123 day count to 127. Enterprise overlapped days due to in/out times; we subtracted those. I sent email confirmation of our call and 127 day total. Finally, on 1/9/25, KIA issued payment of $5166 for 123 days at $42/day. I emailed and called Casey. He replied $5166 is the max and provided the same incorrect breakdown of 123 days.

ENGINE AND ENGINE COOLING, ELECTRICAL SYSTEM:STARTER ASSEMBLY
The contact owns a 2018 Kia Soul. The contact stated that the engine was consuming an excessive amount of engine oil. The contact had to add one quart of oil per week. The battery was replaced on three occasions. The contact stated that the vehicle failed to exceed 57 MPH while driving. There was an abnormal creaking sound coming from the vehicle. The contact also stated that there was no oil in the oil pan, but there was no indication of a leak. The oil light was illuminated. The contact stated that the engine was limp, and the starter was becoming inoperable. The vehicle was taken to the local dealer, where it was diagnosed that the engine was becoming inoperable, and an engine replacement was recommended. The vehicle was not repaired. The vehicle was taken to another local dealer, Kia of Naples (3325 Westview Dr, Naples, FL 34104) for an oil consumption and rod bearing test. The manufacturer was contacted and extended the warranty to 150,000 and declined to replace the engine due to missing maintenance records. The failure mileage was approximately 70,000.

The check engine light came on and started flashing, as soon as that happened, the car went into limp mode. It will not go over 2,400 rpms and the speed is limited to 60mph max. I had taken the car to a licensed mechanic shop, they have drained the oil and taken the oil filter apart and found little pieces of metal in the oil and oil filter itself. They have checked codes as well and what they found is that there is a throttle position sensor code and a knock sensor code. I had a Kia dealer ship do a crank bearing test and some how passed and they replaced the knock sensor as well. I have an appointment with Kia in a few days to have them inspect the engine as well as I will show them the bag the contains the taken apart oil filter to show them the metal particle inside of it. While driving the vehicle on the highway I lost speed slowly..pull over an car made a rattling noise an stop running..Took to dealer.they have had my car going on three months..last I talk with them I had to agree with the next step which could cost me.to take apart.to see if I kept up with my oil changes...no offer of a rental car...I have almost lost my job twice..an I been there fifteen years..

The contact owns a 2024 Kia Soul. The contact stated that while driving on an access road at 20 MPH, the vehicle lost motive power and stalled. No warning lights were illuminated. The contact pulled over onto the side of the road to inspect the vehicle. The vehicle was restarted, and the contact started to drive however, the failure recurred. The contact inspected the vehicle but found no cause for the failure. The vehicle was restarted; however, the vehicle failed to exceed 20 MPH. The local dealer was contacted; however, the vehicle was not diagnosed or repaired. The manufacturer was not notified of the failure. The approximate failure mileage was 7,000.

The contact received notification of NHTSA Campaign Number: 15V123000 (VEHICLE SPEED CONTROL) However upon having the vehicle inspected by a local dealer, she was denied service of the recall due to the ECU unit not responding. The contact was advised that the unit needed to be replaced before having service completed for the recall. The vehicle was not repaired. The manufacturer was notified of the failure. I brought my vehicle in for the open recall as my engine seized: Manufacturer Safety Recall issued NHTSA: #21V259 Recall: #SC209A SC209A ECM UPDATE (PISTON-RING NOISE) Kia is refusing the repairs and has not completed the recall, which includes the following remedy: KIA WILL INSPECT AND IF NECESSARY REPLACE THE ENGINE AT NO COST TO YOU. IF IT HAS NOT BEEN DONE ALREADY, KIA WILL INSPECT AND, IF NECESSARY REPLACE THE ENGINE THE ESTIMATED TIME REQUIRED TO PERFORM THE INSPECTION IS APPROXIMATELY 1-2 HOURS. IF ENGINE REPLACEMENT IS NECESSARY, THE ESTIMATED TIME REQUIRED IS 8 HOURS OR MORE. IN ADDITION, KIA WILL INSTALL THE PISTON-RING NOISE SENSING SYSTEM SOFTWARE FOR THE ENGINE CONTROL UNIT IN THE VEHICLE THAT WILL ALERT THE DRIVER OF POTENTIAL DAMAGE TO THE PISTON OIL RINGS. THE ESTIMATED TIME TO INSTALL THE SOFTWARE WILL BE APPROXIMATELY 1 HOUR. THE SOFTWARE SHOULD BE INSTALLED WIETHER OR NOT YOUR VEHICLE'S ENGINE WAS ALREADY INSPECTED AND/OR REPLACED UNDER THE ORIGINAL CAMPAIGN NOTIFICATION. On 12/30/2024 my wife was returning home when all of the instrument lights went out. She stopped to make attemps to get the lights to come on but nothing worked. She had to drive home with no instruments for speed, directions, service, etc. When she got home ( very upset ) she only wanted to know why e new car with only 1400 miles would have this problem. I checked all the obvious cause for this condition but I could not find anything obviuos such as blown fuse, etc. Searching on line I found this was a common problem and people said a temporary fix was to disconnect the battery and retighten. This did work for the time but soon it did the same thing on New Years Eve and after supper we had to drive home with no dash lights. On 01/04/2025 the lights were out and error messages kept appearing. On 01/06/2025 I called the dealer service because of the safety problem and asked to speak to the manager and I have still not heard from him. My wife now refuses to drive the car and I understand why.

I was driving my 2015 Kia Soul along a 4 lane highway when the Check Engine light came on and begun to flash. The Kia began to lose about 5 mph off and then return to the previous rate of speed a few minutes later. Then it would repeat the cycle. As the vehicle lost the engine power, the steering also became very tight as if the power steering was also malfunctioning. I could also hear a slight tapping sound, as the driver side window was open just a few inches. Since I had my mother whom is ailing with dementia and heart problems, I tried to remain calm and undisturbed by these issues. As soon as I arrived at the closest auto parts store that offered diagnostic readings (O'Reilys), I asked them to see what codes the vehicle was throwing. The codes were P0420 Catalyst System Efficiency Below Threshold (Bank 1) and P1326 Knock Signal Range/Performance. I have seen these codes listed as recalls for other 2015 Kia Souls, but for some reason my VIN is not listed amongst those. So how do I get this repaired?? This car is extremely important and sentimental to me, as it was the vehicle my son drove before he passed away at [XXX]. Please, please help me keep this Kia running. I am writing to formally express my concerns and dissatisfaction regarding the handling of Recall SC176 on my 2016 Kia Soul. The vehicle is currently at the Kia, yet there are significant discrepancies and unresolved issues related to the recall service history and the persistent problem described in the recall notice. Issues and Concerns: Lack of Recall Service Documentation: According to Kia Motors’ service line (800-333-4542), recall service for SC176 was reportedly performed on 12/13/2019 at 60,160 miles. However, I recently pulled the Carfax report, and there is no mention of any recall-related maintenance being performed on this date. Instead, the report lists unrelated services such as tire balancing, detailing, etc. Why is the recall repair not documented on Carfax, and why is there no proof of this critical work being completed? Persistence of Recall Issue: Despite the alleged completion of the recall work, the issue described in Recall SC176—excessive oil consumption—persists. The engine light remains on, and I have had to purchase oil by the case to maintain proper levels since taking the car into the shop on 4/7/2022. No corrections were made during this visit, and there was no mention of the recall despite the vehicle’s ongoing symptoms. Inadequate Responses from Dealership and Corporate: When I inquired at Greenway Kia North, I was informed that the recall would not be honored because "no goodwill was offered." This explanation is vague and unsatisfactory, especially given the seriousness of the issue and the safety implications of the recall. Safety Incident Due to Recall Issue: On [XXX], my vehicle stalled in the middle of the busy intersection. The car had to be towed to a trusted mechanic and later towed again to Greenway Kia when I learned of the recall which is not even listed on the car's official report. Kia won’t honor engine oil leak recall. Claims negligence on my part but I never had gross negligence. I kept up with everything I was supposed to. I had an oil change at a Florida Kia that may not have been picked up in system but they refuse to fix in warranty and recall. They let my vehicle sit for months and got upset to give any kind of update and was sketchy about diagnosis. The mechanic that worked on my vehicle offered me $1000 when told it’s not gonna work unless I get a new(rebuilt) engine. They said I’d need to tow it home. When I jumped the battery from sitting it ran just fine, as when I drove it in for inspection and of problem with engine. I need a look at my case with having the car checked about oil leaks and being told after inspection that it’s okay and the refusal to fix the engine in the warranty or recalls dime not mine. The systems that failed while I was driving in the White Mountains of NH on [XXX] is my Kia Soul 2019 vehicle engine with 124,000 miles currently on my Kia Soul which I purchased brand new 02/2019 from a Kia dealership and some sort of vehicle belt that made my vehicle’s car swerve on the highway as I used my car brakes. The belt slipped forward and made the vehicle swerve each time I used my brakes while driving. My vehicle is available for inspection upon request. My safety, my husband [XXX] ’s and other drivers who drove near our car drive are at significant safety risk. This is a very secluded part of [XXX] that has very little reliable cell phone towers to call road side assistance for help and nearly zero breakdown lanes to safely pull off the highway when my motor vehicle suddenly lost adequate engine power to drive while suddenly experiencing vehicle belt issues that effected my vehicle’s braking abilities making my car’s belt slip forward and my car to swerve as I used the vehicle’s brakes. My vehicles engine is failing and my vehicle’s brakes are compromised. These two issues put my husband [XXX] and I’s physical safety at significant risk as well as other individuals physical safety at significant risk as we attempted to drive ourselves to safety on a secluded area of [XXX] . My car was towed by Adler Towing to my house and brought to Hawthorne Automotive in Franklin, NH near my homes address to be evaluated by an independent service center. It has been confirmed to have catastrophic engine failure and belt issues that need replacing. The vehicle has not been inspected by the manufacturer, police, or insurance representatives or others. My check engine light came on just prior to the failure. Hawthorne put an additive into the gas tank that cleaned a partially clogged catalytic converter shortly beforehand.
