An authorized manufacturer dealership performed an official safety recall remedy regarding the Footwell Module (FRM) under Campaign 610523 (Repair Order #922462) on a 2007 Mini Cooper. The vehicle was subsequently returned to the consumer in a completely non-compliant, unroadworthy, and highly hazardous condition with primary vehicle electronics and safety lighting disabled. Specifically, the low-beam headlights, passenger-side high-beam headlight, all rear tail lights, and the vehicle's electrical sunroof system are entirely non-functional, leaving only a single driver-side high-beam operational. The technician’s service invoices explicitly document a control module programming failure that was bypassed without verifying physical lighting or electronic circuit operations. Due to an administrative records error by the service center, the facility contacted local law enforcement to execute an unannounced welfare check at the consumer's secure residence, actively disrupting a highly sensitive personal safety perimeter involving a domestic violence restraining order. Following the forced immediate pickup of the vehicle, the consumer was subjected to a highly dangerous, 130-mile interstate drive entirely after dark with zero operational front or rear outline safety illumination, creating an extreme and life-threatening physical hazard to the vehicle occupants and surrounding traffic. The service facility has failed to provide a functional or compliant recall remedy and closed out the safety recall electronically despite the critical safety components remaining disabled.

On September 13, 2026, my vehicle experienced a failure of the internal Steptronic automatic transmission gear selector position-detection return spring (torsion spring). This mechanical failure triggered persistent dashboard safety warnings reading: "P Secure vehicle against rolling" and "Transmission: Secure vehicle with parking brake when stopped. Consult service center." Even though the vehicle physically shifts into Park, the broken internal spring prevents the magnet from signaling the sensor. This creates an immediate safety hazard, confusion regarding vehicle state, and an increased risk of vehicle rollaway. MINI is aware of this systematic component failure and issued a 10-year/120,000-mile extended warranty (Service Bulletin SI M01 04 24) to cover it. However, I was denied coverage and forced to pay out-of-pocket for repairs because eligibility was arbitrarily restricted by vehicle production date, despite my vehicle (produced on 6/9/2016) experiencing the exact same mechanical defect, fault codes, and safety risks.

About two weeks ago while driving on a major highway the mini cooper suddenly died without warning. The power steering quit making the vehicle extremely difficult to steer. The car would not start. The only thing I could do was push it off the road which I did with the help of a person behind me.i had the car towed to my local import shop. They found that the motor had skipped time causing catastrophic engine failure. If I had been going faster my safety would be in jeopardy as well as other motorists. I have since learned that mini’s with the N14 engine regularly experience timing chain failure causing this. I have the invoice from the shop identifying the problem. I have checked for a warning or recall from Mini and found nothing. No warning light or msg was visible.

The contact owns a 2011 Mini Cooper S Clubman. The contact received notification of NHTSA Campaign Number: 23V337000 (Electrical System). The contact stated that after washing the vehicle, the battery became drained. The battery was recharged; however, the interior lights and power windows became inoperable. The contact stated that the front headlights and taillights became stuck in the "ON" position. The contact stated the check engine warning light was occasionally illuminated. The contact disconnected the battery to prevent the failures. The manufacturer was notified of the failure, but the contact received conflicting information each time. The vehicle was taken to the dealer several multiple occasions; however, the dealer stated that the contact needed to pay for a diagnostic fee before the recall repair could be performed. The dealer stated that the power window failure was not associated with the recall. The failure mileage was 152,000.

- #11767951September 30, 2026VEHICLE SPEED CONTROL
Two things I noticed. 1. Going from a complete stop such as when waiting at a red light or stop sign, and then pressing the accelerator intermittently causes the vehicle to not respond. I see the power gauge max out but the car does not move and worse if on a hill will roll backwards before lurching forward. 2. When on the highway going 40-50 mph, I want to change lanes or pass someone, I press the accelerator and the car slows down/disengages before lurching forward. This makes tighter timing impossible and puts my safety at risk if I begin the lane change not anticipating the drop in speed/power from the car. I have taken the car to the service dept at Mini several times for this issue as it has been occuring since I purchased the vehicle. I was told no error codes were found.

- #11766469September 23, 2026SERVICE BRAKES
I am reporting a severe safety hazard regarding unprompted, sudden, and uneven vehicle braking that occurs exclusively when the windshield wipers are turned on. While driving in wet conditions with the windshield wipers active, the vehicle intermittently and violently applies the brakes on its own without any input on the brake pedal. This creates a sudden deceleration and causes the vehicle to pull erratically, posing an immediate risk of a rear-end collision or a loss of vehicle control.Research into the vehicle's engineering reveals that this is a severe malfunction of the Automated Brake Drying / Dry Braking feature embedded in the ABS/DSC (Dynamic Stability Control) module logic. While the system is supposed to lightly skim the rotors to clear water film when the wipers are on, a software loop or internal hydraulic pump glitch is causing the system to overcompensate and aggressively lock the brakes instead. The hazard resolves immediately if the wipers are turned completely off, proving a direct electronic link between the wiper switch and the dangerous braking event. BMW/MINI has recalled 2023–2025 models for similar integrated braking malfunctions, but this identical safety defect is actively impacting older models like my 2017 MINI Cooper without a recall solution.

I recently purchased a used MINI Cooper with incomplete NHTSA Safety Recall 23V-337 involving the Footwell Control Module (FRM). The previous owner did not complete the recall remedy. The vehicle's turn signals and brake lights are currently inoperative. The FRM controls various vehicle lighting functions and is the component involved in Recall 23V-337. Because I purchased the vehicle with these conditions already present, I do not know what warning lamps, messages, or symptoms occurred before the failures. The loss of both turn signals and brake lights creates a significant safety risk because other motorists cannot be properly notified when the vehicle is turning, changing lanes, slowing, or stopping. Additionally, Recall 23V-337 states that corrosion of the FRM can potentially result in a short circuit and, in rare cases, a thermal event that could increase the risk of injury. The vehicle has not yet been inspected to determine whether the current lighting failures are directly caused by the recalled FRM, but the recall remains incomplete and the vehicle is available for inspection. I contacted BMW/MINI seeking completion of the recall. I was informed that it must be performed by an authorized MINI dealer. There is no authorized MINI dealer in Montana, and the nearest facility is approximately 500 miles away. BMW/MINI declined transportation assistance, mobile repair, or authorization for a closer BMW dealer or qualified repair facility. Although the vehicle can move under its own power, driving approximately 500 miles without brake lights or turn signals, while it also has an outstanding recall involving a potential electrical short circuit and thermal event, presents a serious safety concern. I am actively attempting to complete the recall and am requesting NHTSA review the safety issue and BMW/MINI's lack of a practical means for safely accessing the recall remedy.

What happened: Vehicle has experienced failure of the Footwell Control Module (FRM) and associated wiring harness in the driver footwell area, consistent with NHTSA Recall 23V-337. Symptoms: • Exterior lights (headlights / taillights) remain illuminated far longer than normal after vehicle shutoff, sometimes not turning off at all. • Inspection revealed melted wiring, melted connector plugs and receptacles for headlight/taillight circuits. • Water was found in driver side footwell in the past / under carpet padding. Carpet pad is saturated. This is the same failure mode described in Recall 23V-337: "Due to a number of contributing factors, over time, the FRM could become susceptible to corrosion. Eventually, the corrosion could potentially result in a short circuit, resulting in a potential thermal event which could increase the risk of a fire or injury." Safety risk: Melted wiring and connectors create short circuit and thermal event risk, including fire risk while vehicle is parked and unattended. Lights failing to shut off creates dead battery / loss of exterior lighting control. I am concerned about vehicle fire. My vehicle shows evidence of having caught fire at the headlight and receptacle point. Recall history: Vehicle is included in NHTSA Campaign 23V-337000 (MINI Recall 23V-337 - Footwell Module Moisture/Water Intrusion). I was told remedy is still being developed / parts unavailable, or that additional wiring harness damage beyond the FRM itself is not fully covered. Dealer has inspected the vehicle and has completely disregarded the recall, which was the reason why I brought it in and have quoted me customer pay estimates for repairs covered under the recall. I am filing this to document that Recall 23V-337 failure has resulted in melted wiring harness components beyond just the FRM module, and to request NHTSA evaluate whether the current recall remedy fully addresses wiring harness damage caused by prolonged FRM corrosion / lights staying on.

Anytime the wipers are on and the speed is above 50 mph, this car periodically applies the brakes to keep the rotors dry. It's an automated system that BMW's and Mini's have. However, for some reason, the vehicle now pulls hard to the right, which veers the car into the other lane. The brake pads and rotors are all new. The tires are new and the alignment is good. The brake fluid was just changed and bled. There is literally nothing wrong except for this bizarre system which is now only applying some brake pressure to the front right rotor. The car slows and pulls right suddenly without applying the brake lights. I'm worried I will get rear ended or side swipe somebody. I've resorted to using Rainx and not using the wipers or simply avoiding driving in the rain. This is a serious issue that should be a recall. Thank you!

I am filing this complaint against Keeler MINI in Latham, NY, and MINI USA regarding their refusal to provide a working recall remedy or alternative transportation under federal NHTSA Safety Recall 23V-337 (Footwell Control Module Moisture Intrusion). My 2011 MINI Cooper suffered an active, total failure of the Footwell Control Module—the precise component identified in Recall 23V-337. The module short-circuited, creating a constant parasitic power drain that disables the battery and renders the vehicle completely un-drivable. I have been without a functioning car for over three weeks. Keeler MINI claims the recall repair will take four weeks due to parts delays, yet they explicitly refuse to provide a dealer loaner or authorize a rental vehicle while holding my disabled car. Representatives from MINI USA Corporate explicitly confirmed to us that under official Service Bulletin SI B61 05 23, this recall qualifies for Alternative Mobility Solutions (AMS) rental reimbursement, and a MINI Regional Director confirmed I should receive a loaner. However, Keeler MINI's service staff refuses to issue a vehicle, screening our calls, ignoring repeated messages, and refusing to let us speak with service management. I am an elderly consumer with significant medical needs. Being left completely stranded without transportation for nearly a month has forced me to miss multiple critical specialist medical appointments (including follow-ups for a TIA/stroke, ophthalmology, physical therapy, and nephrology). This unreasonable barrier to a safety recall remedy poses a severe risk to my health and safety. Addendum: Keeler said parts are available for repair-will still take 4 weeks. I originally called Keeler 9-12 mos ago, every 2-4 wks for an appt that did not take 4 weeks. None available. Footwell Control Module currently totally broken

The contact owns a 2009 Mini Cooper. The contact stated that while driving approximately 65 MPH at night, the exterior lights started flickering and started to become inoperable. The contact pulled over to the side of the road, turned off the vehicle, removed the battery terminals, and performed a master reset. After the master reset, there was an abnormal clicking sound inside the vehicle. The contact restarted the vehicle and drove to the residence. After arriving to the residence, the failure reoccurred. The vehicle was parked and turned. The vehicle was then taken to a certified mechanic to be diagnosed, and it was determined that the relays inside the junction box used to control several of the electronic features had become inoperable. The mechanic suggested that the vehicle not be driven. The vehicle was not repaired. The manufacturer was informed of the failure and confirmed that the vehicle was not under recall. The failure mileage was approximately 90,000.

On my 2015 MINI Cooper Hardtop 4 Door (VIN: [XXX]), the driver's side halogen headlight suddenly stopped working. When I attempted to replace the bulb, I discovered that the headlight connector/pig tail had melted on one side, one of the electrical wires had burned completely through, and there was a strong odor coming from the rear of the headlight assembly. This was not simply a burned-out bulb. The connector and wiring sustained heat damage that appears to have resulted from an electrical failure. Because of the melted connector, burned wiring, and strong burning small, I believe this created a potential fire hazard. It must be noted that there have not been any changes to the lighting or electrical system since purchasing my car and I am the first and only owner. I contacted my mini dealership and was informed that the connector is not available separately for my year, make, and model for my car and the only option is the purchase the entire headlight assembly. The cost for the assembly is $615 and while the exact charge for labor is not known at this time, from my experience, it will be between $200-$500. After researching his issue. I found reports from other MINI owners describing similar failures involved melted headlight connector and burned wiring on vehicles with halogen headlights. Based on these reports and my own experience, I am cornered this may represent a recurring safety-related defect rather than normal wear and tear. I am submitting this complaint so NHTSA can evaluate whether this issue warrants investigation. I have photographs documenting the melted connector, burned wiring, and resulting damage. My 2012 MINI Countryman (R60) experienced a complete electrical shutdown and engine failure while operating due to a severe manufacturing defect. Authorized dealership Jackie Cooper MINI of Edmond diagnosed the vehicle under RO# [XXX] and confirmed in writing that the "JBE electronic connectors are heavily corroded" and "The FRM has water/corrosion damage," providing a repair estimate of $4,700 (including a specific $1,055.84 charge to replace the FRM and clean the sunroof drains). Water entering the footwell area through defective, shrinking sunroof drainage structures is the exact identical failure mechanism, component (FRM3 Module), and extreme safety/fire hazard covered under mandatory safety recall NHTSA Campaign 23V-337. However, MINI has improperly excluded the R60 Countryman model from active coverage despite it utilizing the identical electrical infrastructure and drainage engineering layout. Releasing this vehicle into traffic presents a catastrophic risk of a highway vehicle fire or sudden total loss of vehicle control and lighting at high speeds. NHTSA must expand Recall 23V-337 to include the 2012 MINI Countryman to protect consumers from these documented structural water-ingress fires. 2015 and 2016 Hard top Mini Coopers, Standard (F55) are prone to their environmental air catalyst sensor breaking, causing a check engine light and emissions issues. The remedy is replacing the entire radiator. This occurred on my vehicle at only 40,000 miles. MINI is aware of the issue, but only issued an extended warranty for "S" (or 4-cylinder) models, despite the 3-cylinder base model containing the same radiator sensors with the same defects. [XXX] This extended warranty should cover base models with the same parts. INFORMATION REDACTED PURSUANT TO THE FREEDOM OF INFORMATION ACT (FOIA), 5 U.S.C. 552(B)(6)

- #11745248June 19, 2026ELECTRICAL SYSTEM, WHEELS, SUSPENSION
The vehicle's suspension system was improperly configured for its electric powertrain at the time of manufacture, resulting in an incorrect ride height that is incompatible with the vehicle's EV platform. This is not an isolated component failure but a fundamental design defect — the vehicle was delivered in a condition that was never properly suited to its own drivetrain. This defect has caused ongoing damage to the vehicle's undercarriage, compromised handling and dynamic stability, and produced accelerated and premature tire wear. BMW/MINI, as the manufacturer, knew or reasonably should have known at the time of sale that the suspension specification was incompatible with this vehicle's electric drivetrain configuration. The failure to disclose or remedy this condition prior to sale, and the failure to adequately repair it despite repeated attempts, reflects a willful disregard of its warranty obligations.
